Right to Buy in England · individual voluntary arrangements
An IVA does not give a single yes-or-no answer. Your landlord must confirm whether you qualify to buy the home. If your IVA is active, its supervisor must explain what your own arrangement permits before you take on borrowing or acquire a property interest. A mortgage lender then makes a separate decision on credit, affordability and the home. Completion of an IVA does not guarantee a mortgage either.
Right to Buy is an England scheme with tenancy and property conditions. Some people whose council home was transferred to a housing association have Preserved Right to Buy; others may have a different route, such as Right to Acquire. An IVA is not itself named as an automatic Right to Buy exclusion in the government’s England scheme guide. That does not confirm your personal eligibility: ask the landlord to check your tenancy, home and any other legal issue.
The same guide identifies an undischarged bankruptcy, a pending bankruptcy petition, a debt relief order and an outstanding possession order as separate concerns. An IVA should not be confused with any of these, although circumstances can overlap. If court or tenancy action is involved, seek appropriate legal or debt advice as well as a landlord decision. Our main Right to Buy with bad credit guide covers the wider scheme rules and purchase route.
Show the proposed purchase, borrowing, ownership and funding to your IVA supervisor. Ask for written confirmation of the terms and any consent needed before assuming you can proceed.
Keep the completion certificate and check what each credit file actually shows. The arrangement’s end and the date an entry leaves a credit report are different events.
Get the supervisor’s written position and understand any remaining debts or court action. Resolve the debt and scheme position before relying on a mortgage plan.
The 2025 consumer IVA protocol terms contain rules about new credit and changes in assets and income. Your arrangement may instead follow older, modified or individual terms, so do not apply a published threshold to yourself without checking your approved proposal and any variations. The supervisor interprets the IVA; a mortgage broker cannot grant consent or alter it. For broader active-IVA planning, use our mortgage plans during an IVA guide.
The written offer sets out the price, discount and property details. For a flat, check the lease information and estimates of service charges and major works with a solicitor. GOV.UK says the normal period to say whether you still want to buy is 12 weeks from receiving the offer. That response date does not itself secure a mortgage or settle a question with your supervisor. If their review or a credit-file correction may take time, ask the landlord and solicitor about your actual timetable.
A Right to Buy discount may reduce the borrowing needed, but it is not cash to pay legal, valuation or moving costs. Whether a lender treats the discount towards its deposit requirement depends on that lender and the full application. An active IVA payment remains a commitment in a household budget; future ownership costs may include repairs, insurance and service charges. Do not assume a quoted discount makes the mortgage affordable or removes the need for funds.
There is no special mortgage product legally required solely because the purchase is through Right to Buy. A lender still examines the intended borrowers, income, credit record, borrowing amount and property. No single IVA age, cash-deposit percentage or rate can be promised for every case.
If the IVA has completed, our completion-record guide covers the certificate and credit-file checks. Our main IVA mortgage service page covers wider lender and affordability questions. This page keeps the focus on buying the home under Right to Buy.
A purchase during or after an IVA can involve several people with different responsibilities. Client feedback may help you judge whether Count Ready explains mortgage choices clearly. It cannot show that a lender will accept your case or that an IVA supervisor will approve a proposed change.
Read recent reviews on the original profile before asking for a discussion of your own circumstances.
An initial enquiry need only outline the position. Do not send a complete IVA proposal, account numbers or full credit report through a general callback form. An adviser can explain what evidence is needed and how to share it securely.
The England scheme guide does not list an IVA itself as a blanket exclusion. The landlord must still confirm your tenancy, home and any other legal restriction. Mortgage suitability and the terms of an active IVA are separate checks.
First ask your IVA supervisor what the approved terms and any variations require for the proposed purchase, borrowing and source of funds. Obtain written advice or consent where needed. A lender can then assess the application; neither step guarantees an offer.
It may reduce the amount borrowed, but lenders decide how they treat it. You may still need cash for legal work, valuation, moving and other costs. An IVA may add questions about where any cash comes from, so discuss it with your supervisor if the arrangement is active.
There is no universal lender waiting period. Keep the completion certificate, check the actual credit entries and discuss the current affordability and property position. Completion does not itself guarantee approval, and the landlord’s offer has its own timetable.
Ask the supervisor for a written statement of status and any remaining obligations. If debts are still difficult to manage, seek independent debt advice. Do not describe the IVA as completed in a mortgage application unless that is confirmed.
Do not assume another person’s involvement bypasses scheme, ownership or lending checks. The landlord must confirm who can join the Right to Buy application; the IVA supervisor and solicitor should consider ownership and funds; the lender assesses every intended borrower.
Tell Count Ready whether your landlord has confirmed the buying route, whether the written offer has arrived, and whether the IVA is active, completed or uncertain. We can explain what a mortgage review would involve. If the arrangement is active, speak to your supervisor about its terms as well; Count Ready cannot give debt-arrangement consent or decide scheme eligibility.
The initial consultation is free. Any fee for further mortgage advice should be explained and agreed before chargeable work; lender and legal costs are separate. Count Ready is a broker, not a lender, and cannot guarantee a mortgage.
